Anniversary event- 7.11.2023 – Berne, Switzerland
The first International Convention on the Carriage of Goods by Rail (CIM) was adopted on 14 October 1890 and entered into force on 1 January 1893. The first International Convention concerning the Carriage of Passengers and Luggage by Rail (CIV) was adopted on 23 October 1924 and entered into force on 1 October 1928.
In 2023, the CIM Uniform Rules have been in force for 130 years and the CIV Uniform Rules for 95 years.
OTIF celebrated these anniversaries.
An anniversary day was organised, a day of round tables in which the discussions focused on the Uniform Rules concerning the Contract of International Carriage of Goods by Rail and the Contract of International Carriage of Passengers by Rail. Do the current versions of these Uniform Rules still correspond to today’s reality and requirements?
The CIM UR and CIV UR: feedback and prospects
Users of CIV and CIM had the opportunity to share their experiences and requirements directly with OTIF, without intermediaries.
Railway undertakings and associations were invited to share experiences and discuss different aspects of the contract of carriage, such as digitalisation, multimodal carriage, contract performance, liability and dispute resolution mechanisms.
This event was open to Member States, international organisations and registered stakeholders, railway undertakings, logistics companies, legal practitioners and other parties interested in international rail transport law.
The event was held in French, German and English.

Symposium – 28-29.10.2019 – Vilnius, Lithuania
In 1999, OTIF’s 5th General Assembly in Vilnius adopted the Vilnius Protocol. This Protocol was a major milestone for OTIF and in the development of international railway law.
20 years after the adoption of the Vilnius Protocol, OTIF, in conjunction with the Lithuanian Ministry of Transport and Communications, the Lithuanian Ministry of Foreign Affairs , and with Lithuanian Railways, proposed to commemorate this anniversary and to think about new challenges.
Ministerial delegations and representatives of partner organisations were invited to speak and share their views on OTIF’s achievements and prospects in terms of promoting, improving and facilitating international traffic by rail.
