The Committee of Technical Experts will hold its eighteenth session on 9 June 2025 in Berne, in a hybrid format.

 

The Committee will first decide on the adoption of proposals to revise several Uniform Technical Prescriptions (UTPs):

 

  • The UTP applicable to the subsystem “rolling stock – locomotives and passenger rolling stock” (UTP LOC&PAS),
  • The UTP applicable to the subsystem “rolling stock – freight wagons” (UTP WAG).

 

A proposal to amend the uniform format of the design type certificate and the certificate of operation will also be examined.

 

The Committee will also decide on a proposal to amend Appendix I to the UTP applicable to telematics applications for freight services (UTP TAF).

 

Participants will then turn their attention to the European Union’s new technical specification for interoperability concerning the telematics subsystem (TSI Telematics). This new TSI merges the former TSIs concerning telematics applications for freight services (TSI TAF) and telematics applications for passenger services (TSI TAP). The Committee will examine the implications of this merger for the UTP TAF.

 

Lastly, the Committee of Technical Experts will also examine the possible integration of other technical systems into the UTPs. More specifically, it will look into possible approaches to facilitate the development of multi-system wagons for rail freight traffic between the GCC region and Europe and the feasibility of doing so.

 

OTIF’s Committee of Technical Experts (CTE) enables Member States to work on technical interoperability and harmonisation in the railway sector. The CTE also covers the development of uniform procedures for the technical approval of rolling stock intended for use in international traffic. It adopts the Uniform Technical Prescriptions (UTPs) relating to railway rolling stock used in international traffic within the framework of OTIF.
