Initially, the Committee will be looking at proposals to revise a number of Uniform Technical Prescriptions (UTPs):
- the UTP applicable to the subsystem: Rolling stock – locomotives and passenger rolling stock (UTP LOC&PAS),
- the UTP applicable to the accessibility of the rail system for persons with disabilities and persons with reduced mobility (UTP PRM),
- the UTP Marking,
- the UTP Infrastructure.
The Committee will then examine the proposal to update the list of technical documents in Appendix I to the UTP on Telematics applications for freight services (UTP TAF).
Participants will also have the opportunity to discuss the draft Annex D to the future Uniform Rules for the Safe Operation of Trains in International Traffic (EST UR). Annex D defines a common safety method (CSM) for surveillance, which must be applied by the supervisory authorities.
Lastly, in accordance with objective 1 of OTIF’s long-term strategy (“to ensure the effective and uniform application of OTIF law”), the Committee will examine proposals from the OTIF Secretariat concerning the monitoring and assessment of the implementation of the Uniform Rules concerning the Validation of Technical Standards and the Adoption of Uniform Technical Prescriptions applicable to Railway Material intended to be used in International Traffic (APTU UR) and the Uniform Rules concerning the Technical Admission of Railway Material used in International Traffic (ATMF UR). The Committee will also examine the measures to be taken to ensure full and correct application of the ATMF UR by the Contracting States.
OTIF’s Committee of Technical Experts (CTE) enables the Member States to work on technical interoperability and harmonisation in the rail sector. CTE also covers the development of uniform technical admission procedures for rolling stock intended to be used in international traffic. It adopts the Uniform Technical Prescriptions (UTP) for railway material used in international traffic in the framework of OTIF.
