The purpose of establishing railway contract law for international traffic is to ensure legal certainty, in particular by defining liability regimes.

The regulations for the international carriage of dangerous goods ensure safety and prevent accidents and damage to persons, property and the environment.

Technical interoperability means that safety is ensured when crossing borders and that international rail traffic can run smoothly.
