Secretary General
The Secretary General is from one of the Member States. The General Assembly elects him for three years. The term of office may be renewed twice.
The Secretary General manages the Secretariat and the Organisation’s finances in the framework of the approved budget. The Secretary General is a source of proposals. He drafts the work programme, the budget and OTIF’s Annual Report and submits them to the Administrative Committee for approval. In this role, he is supported by the expertise of the Secretariat’s teams in order to submit proposals to develop and amend COTIF. He can set up working groups involving the Member States to clarify and approve proposals.
The Secretary General is also an operational organ. He is the depositary for COTIF and represents OTIF externally. He informs the Member States of the decisions taken by the various bodies.
