This Regulation applies to international traffic.<\/p>\n<p>Directive 2008\/68\/EC transposes RID into the EU\u2019s internal law, including for national transport. The list contains interpretations that do not lead to amendments to the Regulation itself.<\/p>\n<p>At each meeting of the standing working group, the Member States have the opportunity to ask questions concerning the interpretation of RID. These questions are dealt with under a standing agenda item. Some of these questions lead to amendments to the text of RID. For other questions, however, an explanation in the report of the standing working group is considered sufficient.<\/p>\n<p>In order to avoid a time-consuming search of the reports of the standing working group, the following list is provided:<\/p>\n<ul>\n<li><strong>Provisions of Chapter 4.4 for the use of fibre-reinforced plastics tank-containers<br \/>\n<\/strong>At its 15<sup>th<\/sup> session (Berne\/hybrid, 23 and 24 November 2022) the RID Committee of Experts\u2019 standing working group confirmed that the provisions of Chapter 4.4 in force until 31\u00a0December 2022 remained applicable to fibre-reinforced plastics tank-containers used in accordance with transitional measure 1.6.4.59 (see paragraph 13 of report <a href=\"http:\/\/otif.org\/fileadmin\/new\/2-Activities\/2D-Dangerous-Goods\/2Dc1_Report_StandingWG\/CE_GTP_2022-B_e_report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">OTIF\/RID\/CE\/GTP\/2022-B<\/a>).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Application of RID 5.3.1.2 to the affixing of placards to swap bodies<\/strong><\/li>\n<\/ul>\n<p>At its 16<sup>th<\/sup> session (London, 20 to 23 November 2023), the RID Committee of Experts\u2019 standing working group confirmed that RID 5.3.1.2 also applies to the affixing of placards to swap bodies (see paragraph 25 and annex III of the report <a href=\"http:\/\/otif.org\/fileadmin\/new\/2-Activities\/2D-Dangerous-Goods\/2Dc1_Report_StandingWG\/CE_GTP_2023-A_e_report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">OTIF\/RID\/CE\/GTP\/2023-A<\/a>).<\/p>\n<p><u>Interpretation:<\/u>\u00a0\u00a0\u00a0\u00a0\u00a0 5.3.1.2 also applies to the affixing of placards to swap bodies.<\/p>\n<p><u>Justification:<\/u>\u00a0 \u00a0 \u00a0 \u00a0 Among other things, 5.3.1.2 governs the affixing of placards to large containers.<\/p>\n<p>According to the definitions in 1.2.1<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0 a large container is a container which does not meet the definition of a small container,<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0 a small container is a container which has an internal volume of not more than 3 m<sup>3<\/sup> and<\/p>\n<p>\u2013\u00a0\u00a0\u00a0\u00a0 a swap body is also a container, but it does have certain particular construction characteristics specific to land transport.<\/p>\n<p>Consequently, as swap bodies are considered not only as containers, but as large containers because they have an internal volume of more than 3 m<sup>3<\/sup>, they are subject to the provisions of 5.3.1.2.\u201d[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Notifications from the Member States&#8221; tab_id=&#8221;1713796028359-2654b593-9e4d&#8221;][vc_column_text css=&#8221;&#8221;]<img loading=\"lazy\" decoding=\"async\" class=\"size-thumbnail wp-image-803 alignright\" src=\"\/fileadmin\/new\/3-Reference-Text\/3C-RID-References\/3_C_RID_Reference.jpg\" alt=\"nopic\" width=\"150\" height=\"150\" \/><br \/>\nMember States that apply RID (Appendix C to COTIF) are required to communicate certain key documents for the safe transport of dangerous goods to the Secretariat of OTIF. The Secretariat then informs the other Member States by publishing these communications on the website.<\/p>\n<p>Below is a list of points in RID that specify the transmission of information. Clicking on each of the sources takes you to an introductory text and links to the information provided by the various States.<br \/>\nAs RID is revised every two years, this list may be extended to include other sources.[\/vc_column_text][vc_toggle title=&#8221;1.1.4.5.2: Agreements between Member States for carriage on sections of a journey otherwise than by rail haulage&#8221; el_id=&#8221;1479647818649-9efd6821-c646&#8243;]According to 1.1.4.5.2, the Member States concerned may agree to apply the requirements of RID to carriage on a section of a journey that is performed other than by rail, supplemented, if they consider it necessary, by additional requirements. The Member State that initiates the agreement must notify the Secretariat of OTIF of the text of the agreement.<\/p>\n<ul>\n<li><a href=\"\/fileadmin\/user_upload\/otif_verlinkte_files\/05_gef_guet\/07_rid_verweis\/1.1.4.5.2\/RID-23002-CE-e-MoU_Baltic_Sea_2023.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Memorandum of Understanding for the Transport of Packaged Dangerous Goods on Ro-Ro Ships in the Baltic Sea<\/a><\/li>\n<\/ul>\n<p>[\/vc_toggle][vc_toggle title=&#8221;1.4.1.3: Derogations in the transferral of obligations in accordance with 1.4.2 and 1.4.3&#8243; el_id=&#8221;1479647993798-170dde84-f195&#8243;]According to 1.4.1.3, a Member State may, in its domestic legislation, transfer the obligations falling to a specific participant in accordance with 1.4.2 and 1.4.3 to one or several other participants. These derogations must be communicated by the Member State to the Secretariat of OTIF.<\/p>\n<p>No such derogations have so far been brought to the Secretariat\u2019s attention.[\/vc_toggle][vc_toggle title=&#8221;1.5.1.1: Temporary derogations (multilateral special agreements)&#8221; el_id=&#8221;1479647989704-356f8b5f-6dc8&#8243;]According to RID 1.5.1.1, the competent authorities of the Member States may agree directly among themselves to authorize certain transport operations in their territories by temporary derogation from the requirements of RID.
